"The Senior Officer Job Role"
The Senior Officer will help coordinate the network's engagement with US Government donors (USG) at the Washington, DC level. With a focus on agencies such as USAID, the CDC and the State Department, the Senior Officer will strengthen strategic partnerships with donor stakeholders. This will involve securing more diversified funding for Action Against Hunger's international programs from the US government, while raising the visibility, brand recognition and voice of Action Against Hunger's member associations and national offices.
Objective: The Senior Officer will help coordinate the network's engagement with USG donors in Washington, DC.
Commitment: The Senior Officer will work to strengthen strategic partnerships with donor stakeholders to expand and diversify U.S. government funding for international Action Against Hunger programs. It will also aim to improve the visibility, brand recognition and influence of the member associations and the national offices of Action Against Hunger.
Execution: In this role, the individual will focus on building the capacity of the international Action Against Hunger network to effectively pursue U.S. government funding. This will involve developing resources and providing practical advice on donor processes, policies and requirements.
The main responsibilities of your role will include :
1. Engagement with institutional donors
- Represent the international Action Against Hunger network at strategic engagement opportunities, such as high-level meetings, industry events and US-based platforms and networks.
- Help the management and technical teams of the Action Against Hunger network to engage with donor representatives and relevant inter-agency networks.
- Streamline internal feedback loops and communication channels to ensure that network teams are properly consulted and informed about DC-level donor engagement, information and news.
- Facilitate meetings with USAID and other donors at the national level, and support national teams in presenting their technical expertise and their programs.
- Actively seek information sharing opportunities with donors and partners that strengthen the reputation of Action Against Hunger.
- Serve as the main contact person for the stakeholders of the international Action Against Hunger network when information is needed about the USG.
2. Donor intelligence and strategic analysis
- Regularly consult the various departments of the international Action Against Hunger network to gain an in-depth understanding of their programs, their expertise and their funding priorities.
- Support the analysis of the policies and the position of the USG, identify priority countries and thematic areas, and offer strategic orientations to the senior management of Action Against Hunger, including operational, technical and regional directors.
- Monitor donor trends, including donor policy updates, strategic approaches, regulations and requirements. Provide support to advise Action Against Hunger teams on the impact of key USG approaches and regulations. Identify specific risks and possible mitigation measures.
- Collaborate with relevant staff to strategically leverage program results for a future position.
3. Business development support
- Support the identification and evaluation of USG funding opportunities with all potential donor agencies.
- provide recommendations to Action Against Hunger offices on how to successfully seek funding, including preposition, proposal development and partnership strategies.
- Evaluate peer organizations based in the United States, at the request of the network teams, with a view to a potential partnership, and evaluate the capacities of Action Against Hunger.
- Lead the development and negotiation of consortium partnerships with US-based organizations.
4. Supervisory responsibilities
- - This position will involve the supervision of a US government donor relations manager.
the Qualification required criteria?
To be considered for this position, you should have :
- A bachelor's degree in a relevant discipline related to social sciences, development or nutrition studies.
- At least 7 years of experience in a program management position within an international organization.
- At least 7 years of experience working with USAID and US government offices and departments responsible for development assistance abroad.
- A solid understanding of the policies, priorities and processes of USG's overseas development assistance, as well as an established network of USG contacts.
- Excellent representation skills, with the ability to prepare and deliver compelling presentations to high-level policy makers and managers.
- Field experience in emergency and/or development environments, as well as a solid understanding of humanitarian principles and current global sectoral issues.
- Demonstrated experience in project management, budget supervision, proposal development and compliance.
- Strong organizational and planning skills.
- Excellent verbal and written communication skills, including cultural awareness, diplomacy and tact.
- The ability to work independently and under pressure, and to manage several tasks simultaneously.
