Job summary :
The role of the MEAL Officer (Monitoring, Evaluation, Learning and Accountability) in Health/HR is to supervise the collection, organization and analysis of data to monitor program/project activities, monitor progress and measure impact in the health sector. This position also involves carrying out research, reflecting on practices and learning from projects/ programs, as well as developing MEAL plans for the health sector. The officer is responsible for establishing and ensuring effective field data management systems for the programs assigned to him, as well as coordinating the evaluation of the objectives and impact of the project. Collaboration with health sector managers, frontline staff, community/facility volunteers, and the MEAL unit is essential, with the position reporting to the Health and Nutrition MEAL Manager.
Job Key responsibilities :
Program/project design and learning (20% of the time)
- Participate in the design of programs/projects, including the development of logical frameworks for health and the contribution of lessons learned from previous projects.
- Develop and continuously update tools and systems for monitoring and measuring the impact of health projects.
- Ensure that monitoring tools are in place to capture program activity and progress of indicators in the health sector.
- Participate in diagnostic studies, evaluations and surveys.
- Organize regular data reviews, reflective practices, evaluations and events to monitor progress in the health sector.
- Establish and maintain an information management system at the project level, in collaboration with the MEAL Manager in Health and Nutrition, health managers and coordinators.
- Contribute to the design of a health strategy to collect the field information necessary for the IRC, donors and stakeholders.
- Actively promote networking and sharing of lessons learned from the health program with strategic partners and government stakeholders.
- Monitoring and evaluation (50% of the time) :
- Monitor health progress against follow-up plans.
- Ensure the timely execution of the main monitoring and evaluation events of health projects.
- Provide technical support to health personnel and partner organizations in information management, data collection and record keeping.
- Update the Health/HR MEAL plans in a timely manner and provide feedback to the program staff on the status and quality of implementation.
- Analyze health performance indicators on a monthly or quarterly basis, prepare reports and presentations for staff.
- Carry out regular health data verification exercises to guarantee the quality of data collection and reporting.
- Check the data entered in health to ensure completeness, correction and consistency, and solve data quality problems.
- Document the conclusions of health data quality audits and store them for collective and sustainable access.
- Contribute to the activities of the MEAL team, system evaluations and the development of new systems/tools aimed at strengthening MEAL practices throughout IRC Nigeria.
- Be responsible for the recruitment of investigators and support other investigations and consultant engagements.
- Provide MEAL contributions for the writing of health reports during the implementation of the project.
- Information management and reporting (10% of the time) :
- Assist in the establishment and maintenance of the health project information management system.
- Submit the health datasets to update the country office database on a monthly basis.
- Ensure that all projects have top-down/top-up customer responsiveness mechanisms and work with the health project staff to ensure their effectiveness.
- Compile health reports, both tabular and narrative, on a monthly, quarterly, semi-annual and annual basis, according to the needs of the project stakeholders.
- Capacity building and supervision (10% of the time) :
- Help local partners to design monitoring and reporting tools and establish database management systems.
- Guide front-line staff, partner staff and volunteers on the use of monitoring tools and data for decision-making.
- Supervise, train and supervise the MEAL contact persons of health institutions.
- Supervise subordinates in the performance of performance management activities, including planning, monitoring and annual performance evaluations.
- Other tasks (10% of the time) :
- Perform other tasks assigned by the supervisor.

Education Qualifications:
- - A degree in statistics, computer science/information management or in a field related to health and nutrition.
- Professional experience :
- - At least 2 years of experience in monitoring and evaluation, preferably in the field of health and working with vulnerable and displaced populations.
- Technical skills :
- - Mastery of data collection, analysis and report writing.
